Q-Jet secondaries must open at the right speed for peak performance. Therefore the air valve (air door) lockout system and the air valve opening rate must be properly adjusted. The former keeps the secondary's air valve closed until the choke comes off, but if it's not adjusted correctly it may not release, leaving only the primaries functioning. Adjustment procedures varied over the years so consult your service manual for your specific Q-jet.
Regarding the secondary air valve adjustment, which controls how quickly the air valve opens based on engine demand versus spring tension, loosen the 3/32s Allen head lock screw and turn the tension adjusting screw counterclockwise until spring tension is released. Then turn it clockwise until the spring contacts the pin or the air valve begins to open. Finally, turn it clockwise the amount of turns specified in the service manual for your carb and retighten the lock screw. That is the recommended setting. If your Pontiac is modified, you may have to fine tune for best performance. Clockwise tightens the spring and makes the secondaries open later, counterclockwise does the opposite.
