To keep costs down, stick with a flat-tappet hydraulic-lifter cam, but you must run oil with zinc in it to avoid premature wear. The best factory-style cam with "snort" at an economical price is a Ram Air IV (230/240-degrees duration at 0.050 with 0.520/0.520 lift and 1.65-ratio rockers) with your No. 62 heads. I suggest this cam because you will most likely be close to a 10:1 compression ratio, and I assume you want to run pump gas.
The R/A-IV cam will bleed off cylinder pressure and should allow use of pump gas without detonation. Back it up with 3.55, 3.73, or 3.90 gears to get the most out of this choice, because low and midrange power are sacrificed for top-end pull. More modern designs, like the Comp Cams Extreme Energy cams, will give your engine a lope, and better low-end torque and drivability, but they will build more cylinder pressure and may cause detonation at 10:1 on pump gas.
You could also use the R/A-III cam or the typical Melling 214/224-degrees duration at 0.050, 0.444/0.467 lift cam. I use it often and sell it under part number 60918. It has a slight lope, so I'm not sure if the "snort" is enough for you-but it works well. It's basically like a Pontiac "068" cam, with lift figures built in that would require 1.65 rockers on the stocker, but you use 1.5s with the Melling.
As for the carb, any properly built and tuned 750-cfm unit will work well. You need to figure out what air-cleaner set up you want and how simple you want the install. The factory intake and Q-jet (when properly built) are hard to beat, and will allow the factory throttle cable, choke, and so on to be retained. If you want to install the Ram Air pans for the '70 GTO, the Q-jet is also the best choice.
You should always match the carb with the intake. If you choose the Holley or Demon 750-cfm carb and an aluminum intake, there are many choices. I like the Tomahawk intake with either of these carbs.
